This paper develops a bi-level multi-objective model for road pricing optimization considering land use and transportation effects. The upper-level problem determines cordon-based scheme, while the lower-level models interaction between transportation. To facilitate decision-making in scenario characterized by hierarchical ordering of objectives, novel ?-conditional lexicographic method is established, which uses an ? value to capture decision-maker's perceived acceptability trade-off different objectives with respect objective ordering. properties associated this approach are derived, algorithm find dominance solutions developed. solve model, revised genetic further developed illustrate how proposed can be embedded into existing heuristic or metaheuristic methods.
